On 27 April 2010, Parliament passed amendments to the Parliamentary Elections Act (PEA) and Presidential Elections Act (PrEA). Key changes to the PEA include:
- setting the minimum number of Opposition MPs (elected MPs plus NCMPs) in Parliament at 9;
- introducing a Cooling-Off day on the eve of Polling Day;
- refining and liberalizing rules on Internet election advertising;
- introducing contingency measures into the electoral system in order to deal with unexpected situations;
- streamlining election spending rules; and
- updating offences and maximum penalties in PEA.

Similar changes on Cooling-Off day, Internet election advertising rules and election contingencies were made to the PrEA.

On 26 April 2010, Parliament passed amendments to the Constitution. Among other things, the Amendment Bill introduced refinements to the framework for Non-Constituency Members of Parliament (NCMPs) and Nominated Members of Parliament (NMPs) – thereby increasing the maximum number of NCMPs that Parliament may have from 6 to 9 and abolishing the need for a resolution to be passed by Parliament before NMPs may be appointed.
