REGISTER OF ELECTORS
  • A register of electors is a list of all qualified electors belonging to the electoral division that the register relates to. There is one register for each electoral division. The registers of electors are compiled from records kept by the National Registration Office by applying the eligibility requirements as on a cut-off date in accordance with section 5 of the Parliamentary Elections Act (Cap. 218). The eligibility requirements are:
    • Citizenship : Must be a citizen of Singapore (holder of pink NRIC);
    • Age : Must not be less than 21 years of age; and
    • Residence : Must be ordinarily resident in Singapore.
  • A register contains, amongst other things, the following:
    • particulars of every qualified elector of the electoral division concerned;
    • the elector’s serial number; and
    • the code of the polling district (which is a sub-division of the electoral division) that the elector is residing in, according to his NRIC address as on the cut-off date.
  • According to Section 14 of the Parliamentary Elections Act, the Prime Minister may require the Registration Officer to revise the registers of electors from time to time. However, the registers shall be revised not later than 3 years after every general election.
  • In revising the registers of electors, the Registration Officer shall enter the names of all persons who are qualified to be electors in the appropriate registers. After the registers of electors are revised, the Registration Officer shall give notice that the registers have been revised and are open for inspection.
  • Members of the public can inspect the registers of electors at the inspection centres, such as the Elections Department, Community Centres/Clubs, or through the online facility available at the Elections Department website. During the 2 weeks that the registers are open for inspection:
    • any person who considers that he is entitled to have his name entered in a register of electors for any electoral division and whose name has been omitted from the register may apply to the Registration Officer to have his name entered therein (referred to as a claimant); and
    • any person whose name appears in the register for any electoral division may object to the inclusion in the register of his own name or the name of any other person appearing or may object to the insertion in the register of the name of any claimant (referred to as an objector).
  • Upon the completion of updating the registers of electors, the Registration Officer shall certify the registers.  Thereafter, he shall give notice that the registers of electors have been certified and that registers are open for inspection at all reasonable hours of the day at such places specified in the notice.  The certified register shall come into operation on the date of publication of the notice.
  • The current set of registers have been revised based on the cut-off date as on 1 January 2011 and any person can check if his name is in the registers of electors via the online facility available here.
