A Certificate of the Malay Community Committee is to be produced by every group of persons who wish to stand for Parliamentary election in a group representation constituency which is designated by the President as a constituency that must have at least one candidate in every group of candidates who is a person belonging to the Malay community in that constituency. In addition to the nomination papers and other relevant certificates, the group must furnish the Certificate, which is issued to the person in the group who claims to be a member of the Malay community, to the Returning Officer on Nomination Day. In order to be issued such a Certificate, this person must make an application to the appointed Malay Community Committee. Having determined that the applicant is a person belonging to the Malay community, the Committee will issue the Certificate to him. Only one Certificate is required for the purpose of the nomination even if there are more than one person in the group belonging to the Malay community.
